Regular Brownouts, Please!

I know that most of you will vehemently disagree with what I’m about to propose—and in some places, I would probably get shot—but let me just blurt it out anyway: It should be mandated that there be regular brownouts at least once a month. Now, before you cock that pistol or start heckling me, let me tell you about how important brownouts are to the urbanizing Filipino family of today’s generation.
